The figure is the Jackal King, made by McFarlane Toys. I picked him up at KB Toys, but you may have a little trouble doing the same. I'm sure you can find him on Amazon or eBay?
All I did for this was set the figure down into the sands of Lake Michigan and snap shot after shot as the waves rolled over and around. Processing in Photoshop involved a quick contrast tweak to make all the cool details stand out. I think that's all I've got today. I just really, really like how this turned out.
